Referrals are made by either the U.S. Department of Justice Bureau of Prisons or the New York State Division of Parole
All referrals are considered for participation except :
sex offenders, arsonists, applicants with extensive violent criminal histories
warrant cases (except family court), notorious cases, individuals under 18 years of age, and previous participants who were disruptive to the program
